parishioners 01 the shrine, this is one 01 the three biggest
lestivals 01 this ancient capital city. Hundreds 01 citizens,
clad in costumes representing various walks 01 lile extending
over 1,000 years since the days 01 Emperor Kanmu down to
the Meiji Restoration, parade through the boulvards in a
pageantry 01 the colorlul history 01 Kyoto.

History
Emperor Kanmu was born in 737 as the crown prince 01 Emperor
Konin, and ascended to the throne in 781 as the 50th Emperor 01
Japan. Realizing that the capital 01 Heijo was small in scale and
beneath the dignity 01 our country, Emperor Kanmu translerred the
capital to Nagaoka in the province 01Yamashiro and lurther picked the
adjoining countries 01 Kadono and Atago in 793 as the best possible
site lor the capital, and began to constructing the new palace. In the
lollowing year, the seat 01 the Government was moved to the new
capital called the Heian Capital.
At the turn 01796, the Emperor received in audience the dignitaries
to celebrate the New Year lar the lirst time at the Daigoku-den Palace.
This marked the beginning 01Kyoto.
During his 25-year reign, Emperor Kanmu amended the laws and
ordinances, gave reliel to the destitute, encouraged learning, innovated
the domestic administration, and opened the doors to the loreign trade
thereby contributing to the development 01the country. Ever since up
till the Meiji Restoration, Kyoto prospered as the capital 01 Japan lor
more than 1,000 years.
The 50th ruler demised in 806 and was entombed at the Kashiwara
Mausoleum in Momoyama, Fushimi-ku, Kyoto.
The year 1895 happened to be the 1,1OOthyear since the Heian
Capital came into existence. Marking this commemorative year, the
citizens 01 Kyoto decided to praise the virtues 01 Emperor Kanmu and
deily him as the ancestral god 01Kyoto.
To this end, they resto red the style 01Chodo-in, the main edilice 01
the Heian Capital, solemnizing the dedication 01 the shrine on March
15, the same year.
Emperor Komei was born in 1831 as the crown prince 01 Emperor
Ninko and acceded to the throne in 1847 as the 121st ruler 01Japan.
Though briel, his sovereignty lasting lor 21 years spelled the
quickening period 01 the modern Japan, an era marking the closing
aays-ot1n-eToKagawa-3n-ogunate,
Well cognizant 01 the turbulent times, the gilted ruler laid the lirm
foundation 01 the Meiji Restoration. The emperor passed away on
December 25, 1866 at the young age 01 36, ending his lile
characterized by his intense patriotic concern lor the wellare and
destiny 01the country.
The imperial tumulus known as Gotsukinowa Higashiyama
Mausoleum is located at SennyO-jiTemple, Higashiyama-ku Kyoto.
In adoration 01 the great character and achievements 01 the
Emperor who laid the loundation 01the modern Japan, the citizens 01`
Kyoto organized a body to deily Emperor Komei at the Heian Shrine in
1938 which propelled the move to rebuild the shrine as a
commemorative project marking the 2600th year 01lounding 01Japan.
The dedication ceremony took place on October 19, 1940.
This is how the two Emperors 01Japan, the one as the lounder and
the other as the last ruler 01the Heian Capital, have come to be deilied
at the Heian Shrine.
Today, it does not only ligure as a tourist attraction 01loreign visitors
but also leatures as the spiritual center 01the nation as a whole as well
as 01patriotic citizens 01Kyoto.
